It is therefore aimed at all development stakeholders, whether public or private, regardless of their size, engineering and internal expertise<\/span><\/p>\n<p>It has the following inseparable components: <b>An Operation Management System (OMS)<\/b> and a <b>thematic approach<\/b> based on the 4 HQE commitments (Quality of life, Respect for the environment, Economic performance and Responsible management).<\/p>\n<p><b>The Operation Management System (OMS), common thread of the reference framework, is made up of:<\/b><\/p>\n<ul>\n<li><b>Management, participation and continuous assessment systems<\/b><\/li>\n<li><b>Key phases that punctuate the progress of an operation.<\/b><\/li>\n<\/ul>\n<p>The OMS facilitates dialogue between actors and stakeholders, the optimization of the operation as well as transparency and traceability.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.hqegbc.org\/wp-content\/uploads\/2023\/05\/hqe_smo_graphic_urban_planning.jpg\" alt=\"\" width=\"517\" height=\"494\"><\/p>\n<p><strong>The thematic approach, for a multi-criteria analysis, is based on 19 themes responding to the 4 HQE commitments.<br><\/strong><\/p>\n<p><img decoding=\"async\" class=\"alignnone aligncenter\" src=\"https:\/\/www.hqegbc.org\/wp-content\/uploads\/2023\/05\/urban_planning_thematic_approach-1.png\" alt=\"\" width=\"500\" height=\"500\"><\/p>\n<p>The 19 themes constitute a reading grid for analyzing the site and defining the objectives of the sustainable development project.<\/p>\n<h3>The Practical Guide to Evaluation<\/h3>\n<p>The <b>practical guide for the creation of sustainable neighborhoods \u2013 19 decision-making aid indicators<\/b>, published in 2022, offers actors in operational development a framework for the implementation of an evaluation according to a global and multi-criteria approach.<\/p>\n<p>The first part recalls the <b>fundamentals of an evaluation system<\/b>, the <b>benefits and the conceptual principles<\/b> of an <b>evaluation system<\/b> specified for development operations.<\/p>\n<p>The second part proposes <b>19 indicators<\/b> resulting from the conclusions of the <b>HQE Performance district test<\/b> carried out in 2018-2019 with the support of ADEME, on around ten voluntary development operations.
